Bathroom facilities unsanitary, unusable for children ! Is there a rule for promotors for # of port-o-johns, bathrooms for CURRENT # of riders/spectators?

Kind of. I’d say for this instance that it’s likely that no one involved knew that the facilities were going to fail like that. But now they know.
