Discussion for AP changes for 2023 season

Some of the points that were discussed:
- Adjusting APs for long course to prevent premature advancements for riders
- Increasing the AP for women's B class to cover the spread in speed for the women's classes. (increasing the current AP from 80 up to a larger number)
- Instituting an AP in peewee classes
